What can be the impact of 2007 IPCC's report ?

The IPCC presented on January 2007, in Paris, its Fourth Assessment Report, "Climate Change 2007: The Physical Science Basis ». The report was subject to final approval and acceptance at the 10th Working Group I Session held in Paris from twenty nine'th January to first February 2007. This report caused quite a (positive and negative) stir in scientific community, but it has been very commented, probably because it suscites great hope for many people. But at first sight, it's not easy for us to unerstand what provides the report, why it it different of the past thousands ands thousands reports we can read... Because, indeed, the awareness about environmental issue dates back to the 1990's, initiated by the Club of Rome, founded in nineteen sixty eight (1968). Then, the important stages of the environment's integration in our economies are : the conclusion of the convention of Rio de Janeiro in 1992, and then, of course, the Kyoto protocole, in nineteen ninety seven (1997). This advances, was completed by all sorts of scientific reports, which, most part of the time, was objects of many controversies about their legitimity. It's why, it is very interesting to wonder how the IPCC's report constitutes a real progress for the environmental protection. In other words, what can be the impact of such a report ?
