The legal and moral issues of humanitarian intervention

Humanitarian intervention has been defined by Holzgrefe and Keohane as « the treat or use of force across state borders by a state (or group of states) aimed at preventing or ending widespread and grave violations of the fundamental rights of individuals other than its own citizens, without the permission of the state within whose territory force is applied”. That definition already sets some issues of a humanitarian intervention; is it one or a group of states which intervene ? Is it a preventive action ? Thus, that concept is very controversial, and there is no clear acceptance or refusal of such interventions in the international policy. Then, can that notion be justified by legal arguments, or moral ones ? Are there other possibilities to avoid such interventions ?
